Democracy PAC II is a super PAC funded by George Soros 1 that promotes Democratic Party political candidates. 1 Democracy PAC II and its predecessor, Democracy PAC, donated millions of dollars starting in the 2022 midterm elections to organizations that support Democrats running for office, including the Senate Majority PAC and the House Majority PAC.  2

Background

Democracy PAC II was created in July 2021 by liberal billionaire philanthropist George Soros. It followed the creation of the Soros-funded Democracy PAC in January 2019. 3

Soros made an initial donation of $125 million Democracy PAC II for the 2022 election cycle. He called it “a long-term investment so that it can continue this important work into the future.” 3

In 2022, Democracy PAC and Democracy PAC II, were run by George’s son Alexander Soros. 4

Michael Vachopn, who was chief of staff for George Soros, was the treasurer for both Democracy PAC and Democracy PAC II as of 2024. 3

Democracy PAC is funded by the Fund for Policy Reforms, one of six funds of the Open Society Foundations, which is bankrolled by Soros. 3

Financials

Democracy PAC II began the 2024 election with $138 million left over from the 2022 campaign. 3  5

In the 2024 election 5 cycle, the committee raised $1.5 million in the 2024 election cycle, spent $13.8 million, and ended the cycle with $126 million cash on hand. 1  5

Democracy PAC II gave a combined $6 million to the Senate Majority PAC, a group that supports Democratic Senate candidates, from 2021 through 2024. This breaks down as $2.5 million to the Senate Majority PAC in 2024, $3.5 million in 2022, and $2.5 million to the group in 2021. 6

In 2022, Democracy PAC II raised $159.9 million and spent $17.5 million. 3

In 2022, Democracy PAC II gave $1 million to Our Georgia, a leadership committee supporting the election of Democratic candidate Stacey Abrams for Governor of Georgia. 7

In 2022, Democracy PAC II contributed $852,000 to Texas Majority PAC, which is a political action committee focused on turning Texas Democratic. 8

Democracy PAC II gave $300,000 to the Justice and Public Safety PAC in 2022. 9

Democracy PAC and Democracy PAC II contributed financial support to Black Voters Matter Action PAC, Black Men Vote, and Color of Change PAC. It also funded the AAPI Victory Fund, and Somos PAC. 5
